Notice of Public Hearing

Rides Mass Transit District will hold a public hearing regarding its State of Illinois Paratransit Vehicle Grant application.

Public Hearing Details

Notice is hereby given that a public hearing will be held by Rides Mass Transit District for the purpose of considering a transportation project for which financial assistance is being sought from the Illinois Department of Transportation (IDOT).

State of Illinois Paratransit Vehicle Grant

The proposed project serves the Illinois counties of Pope, Hardin, Saline, Gallatin, Williamson, White, Wayne, Hamilton, Edwards, Wabash, Lawrence, Richland, Jasper, Crawford, Cumberland, Clark, and Edgar.

The following replacement vehicles are requested as part of Rides Mass Transit District’s Rural Consolidated Vehicle Procurement application:

  • 20 super medium-duty vehicles: 26-passenger, ADA-equipped vehicles totaling $3,780,000.00.
  • 24 medium-duty vehicles: 14-passenger, ADA-equipped vehicles totaling $3,120,000.00.
  • 2 minivans: Five-passenger, ADA-equipped minivans totaling $150,000.00.

Total projected project cost: $7,050,000.00. These vehicles will replace vehicles currently used to provide public transportation throughout the project service area.

Project Information

Consolidated Vehicle Procurement: This project will be included in a Consolidated Vehicle Procurement Program undertaken by the State of Illinois on behalf of Rides Mass Transit District using federal funds.

Relocation: Relocation assistance will not be required.

Environmental Impact: The project is being implemented to minimize environmental impact.

Comprehensive Planning: The project conforms with comprehensive transportation planning in the service area.

Seniors and Individuals with Disabilities: All new equipment included in the project will meet ADA accessibility requirements for seniors and individuals with disabilities.

Public Participation

At the hearing, Rides Mass Transit District will provide interested persons and agencies with an opportunity to be heard regarding the social, economic, and environmental aspects of the project. Interested persons may submit evidence and recommendations verbally or in writing.

Any hearing-impaired person wishing to attend the public hearing should notify Rides Mass Transit District at least one week before the scheduled hearing so appropriate arrangements can be made.

Requests may be submitted:

  • In person or mailed to 1304 Frank Leberman Drive, Harrisburg, IL 62946.
  • Emailed to the FOIA Officer.
  • Faxed to 618-252-2754.

FOIA timeline

Five (5) business days from the day after the public body receives the request. RMTD’s business days are Monday through Friday from 8:00 a.m. – 4:00 p.m.

However, that time period may be extended for an additional five (5) business days from the date of the original due date if:

  • The requested information is stored at a different location.
  • The request requires the collection of a substantial number of documents.
  • The request requires an extensive search.
  • The requested records have not been located and require additional effort to find.
  • The requested records need to be reviewed by staff who can determine whether they are exempt from FOIA.
  • The requested records cannot be produced without unduly burdening the public body or interfering with its operations.
  • The request requires the public body to consult with another public body that has substantial interest in the subject matter of the request.

If additional time is needed, the public body must notify the requester in writing within five (5) business days after the receipt of the request of the statutory reasons for the extension and when the requested information will be produced.
